Why You Need an EICR Before a Consumer Unit Replacement

Mark Emery • 23 April 2026

EICR First is Essential

Spring is a popular time for home improvements, renovations, and tackling those property upgrades you put off over the winter months. One of the most common jobs homeowners and landlords ask us about is a consumer unit replacement, which many people still refer to as a fuse board change.

Many property owners assume replacing a consumer unit is a quick, straightforward swap. You take the old box off the wall and put a new one on, right? Unfortunately, it is not that simple. Connecting a modern, highly sensitive consumer unit to older wiring can immediately uncover hidden faults in your property.

Carrying out an Electrical Installation Condition Report (EICR) before a consumer unit replacement is not just best practice. It is absolutely essential for electrical safety, regulatory compliance, and protecting your liability.

Here’s exactly how we approach this crucial process to ensure your property remains safe, compliant, and fully operational.

The Hidden Dangers of Skipping an Initial Inspection

Modern consumer units feature highly sensitive protective devices, such as RCDs and RCBOs. These devices are designed to trip and cut the power the moment they detect a minor fault, protecting you from electric shocks and electrical fires.

If your property has underlying wiring issues—such as degraded insulation, poor earthing, or DIY alterations—the new consumer unit will detect them immediately. Without a prior EICR, you could invest in a new board only to find that half your home has no power because the new safety switches refuse to stay on. By testing first, we identify and fix these hidden dangers before the new unit is installed.

Our Complete Consumer Unit Replacement Process:

At E.R Electrical, we follow a strict, nine-step process to ensure your new installation meets all current safety standards.

1. Defining the Scope of Works

Before we remove a single wire, we clearly define the scope of works. This involves planning the complete replacement of your existing consumer unit, but only after we have verified the underlying condition of your electrical installation. We never install new protective devices onto dangerous or substandard circuits.

2. Pre-Works and Initial EICR Inspection

The very first physical step is carrying out the Electrical Installation Condition Report (EICR). This gives us a clear, accurate picture of what is happening behind your walls. During this thorough inspection, we assess:

  • The current earthing and bonding arrangements to ensure they are safe.
  • Circuit integrity, including continuity and insulation resistance.
  • Polarity and Zs values to ensure electricity can flow safely to earth in the event of a fault.
  • The general condition of your accessories, sockets, and wiring systems.

If we identify any C1 (danger present), C2 (potentially dangerous), or FI (further investigation) observations, we record them immediately. We then provide a clear report and a straightforward quotation for any remedial works required to bring your system up to standard.

3. Transparent Client Approval

We believe in complete transparency with our clients. Once the EICR is complete, we sit down with you to discuss the findings. We agree on any necessary remedial works prior to the consumer unit replacement. You will always know exactly what needs doing and why. This allows you to give informed approval to proceed without any unexpected costs further down the line.

4. Strict Safe Isolation

Electrical safety is our top priority. Before any physical work begins on the board, we isolate the main supply in strict accordance with industry safe isolation procedures. We use approved test equipment to prove the system is completely dead before we touch a single terminal.

5. Safe Removal of the Existing Consumer Unit

With the supply safely isolated, we begin dismantling your old set-up. We carefully label the existing circuits wherever possible to ensure a smooth, accurate transition. We then disconnect and safely remove the existing unit from the wall, preparing the area for your modern upgrade.

6. Installation of Your New Consumer Unit

Next, we mount and install the new consumer unit, ensuring full compliance with BS 7671. Modern regulations demand strict safety standards, so we fit the correct RCBO or RCD protection required for your specific property. We pay close attention to tidy cable management, secure terminations, and verify that all earthing and bonding connections are robust and reliable.

7. Rigorous Testing and Verification

Once the new board is wired in, we do not simply switch the power back on and leave. We conduct full testing of all circuits to ensure they operate safely with the new, sensitive protective devices. This comprehensive testing includes:

  • Continuity testing (R1+R2 and ring final tests);
  • Insulation resistance checks to ensure cables are not degrading.
  • Polarity verification.
  • Earth fault loop impedance (Zs) testing;
  • Rigorous RCD/RCBO testing to ensure they operate exactly as they should.

This comprehensive testing phase confirms that your newly upgraded system meets all current UK regulations.

8. Official Certification and Handover

Proper paperwork matters. Following a successful test, we issue your official Electrical Installation Certificate (EIC), along with full test results and comprehensive circuit schedules. If your project requires it, we also handle the Part P notification with your local building control. Finally, we take the time to demonstrate how your new consumer unit operates, showing you exactly how to test the switches safely.

9. Job Completion and Clean-Up

We treat your property with the utmost respect. Before we leave, we ensure the work area is completely clean, tidy, and safe. We reinstate the power, carry out final checks to confirm correct operation, and answer any remaining questions you may have about your new system.

Safety Note: A consumer unit replacement will only proceed once the installation is confirmed safe or any identified issues have been rectified. We never take shortcuts with your safety.
